1: a tornado has actually been sighted by spotters or indicated on radar and is occurring or imminent in the warning area

Tornado Watch
Pronunciation: \tȯr-ˈnā-(ˌ)dō\ \ˈwäch, ˈwȯch\

1: conditions are favorable for the development of severe thunderstorms and possible tornados in and close to a defined area.

If the above is how NOAA and weather.com define a warning versus a watch, than why is it they can never get it right during an actual storm?

It's 8:15 pm - 1.5 hours of weather sensationalization and counting.
